Suggested fix

Check interconnecting wiring; if correct, test the reactor (should read ~0 ohm) and replace if open, then substitute the indoor and finally outdoor main PCB.

Safety first. Isolate the power supply before inspecting any unit. Refrigerant-circuit and electrical repairs must be carried out by a qualified, registered technician.
